Our focus as a real estate development, design and consulting firm is on maximizing the potential of people in comfortable, functional places. Rather than develop real estate in the conventional categories of “residential,” “office” or “retail,” ours is an approach — an attitude — that keeps people center stage.

The most vibrant places blend working, resting, playing, walking, eating, shopping and socializing. People Places is based in a philosophy which promotes comfortable, walkable neighborhoods with a range of building types that encourage these activities.

People Places has designed and constructed offices, homes, shops and eateries as well as streets, parks, plazas, churches and recreational facilities. We frequently combine multiple uses into a single location. Our places are urban and walkable in character and location, becoming integral to their neighborhoods and their residents’ lives.

Urban visionary Jane Jacobs once observed “new ideas require old buildings.” That is why Frank Starkey chose to embed his company in an old building in the heart of New Port Richey’s historic district. People Places occupies an historic building that once housed the Avery Library. With all its structure exposed – reclaimed (in the 1940s!) wood roof, brick walls, concrete floors, and even old window frames – the building itself tells many stories of the town’s layered history and daily reminds us of the uniqueness of this place. We left the interior open and flexible to foster creativity and to accommodate a variety of gatherings, events and other general coolness.

Trained as an architect, People Places Founder Frank Starkey knows how to blend aesthetic design and technical considerations into delightful, human-scaled buildings and outdoor spaces. Under his guidance, People Places is a company with a mind for business, the guts for entrepreneurship, an eye for design, and a heart for people.
